Claude Cowork, Copilot Cowork, ChatGPT Work: the comparison for businesses
Article published on August 27, 2026, updated on September 27, 2026, then on October 12, 2026 for costs: Claude Cowork now runs in the cloud, its cloud sessions are covered by the Enterprise Compliance API, it is included from the Pro subscription and it merged with the chat on September 16, 2026.
In eight months, the three major players in generative AI each launched their "digital teammate": Claude Cowork Copilot at Anthropic in January Cowork At Microsoft in the spring, ChatGPT Work at OpenAI in July. Three products that carry the same promise: to entrust AI not with a question, but with an objective, and to let it carry out several work steps until the deliverable.
On paper, the three look alike. In reality, they embody three very different architectures, and the choice between the three is less a question of performance than a question of governance. Cowork summarizes this common framework, including Mistral's Vibe Work. This is the thesis defended by David Feldman in a article of note published on LinkedIn, which we are extending here by integrating the third player that has arrived since: ChatGPT Work.
Eight months, three launches
January 2026: Claude Cowork. Anthropic is launching a research-first version of an office agent integrated into the Claude application. Users select a file, describe the expected outcome, and the agent then performs the necessary steps: sorting files, generating summaries, reports, spreadsheets, and complete workflows. Essentially, it's Claude Code extended to all business functions. The impact was immediate, even affecting the valuations of some SaaS vendors.
March then June 2026: Copilot Cowork. On March 9, less than two months after Anthropic, Microsoft announced its own Cowork, tested via the Frontier program from the end of March and available in general version since June 16For Microsoft 365 Copilot license holders, usage is billed in Copilot Credits. An important detail: the product is built in close collaboration with Anthropic. At launch, it runs on the Claude models and uses the same hardware harness as the Claude. Cowork, but deployed within the Microsoft 365 tenant.
July 2026: ChatGPT Work. OpenAI responded on July 9 with ChatGPT Work, a delegation product integrated with ChatGPT, alongside chat and Codex. Powered at launch by GPT-5.6, it relies on a directory of plugins (Slack, Teams, Google Drive, Salesforce, SharePoint and about fifteen others), scheduled tasks, an integrated browser and, on the desktop application, access to local files and computer control.
Three products, one same category: AI that executes. But three very different answers to the important question: where does the agent work, and who governs it?
Three execution sites, three philosophies
Claude Cowork has moved from the desktop to the cloud. At its launch, the agent ran on the user's machine, within a folder perimeter that the user had defined. Since July 7, 2026, sessions run in the Anthropic cloud and can be launched from the web, the desktop application (macOS and Windows), mobile (iOS and Android), or the Chrome sidebar; the desktop application remains open for working on local files, using local connectors, or controlling the browser and computer. Since September 16, 2026, Cowork And the chat is now a single Claude, deployed progressively: no more switching between modes, Claude chooses its own tools. Connectors link it to company services, including Microsoft 365. It remains the most flexible and fastest option to implement: ideal for advanced users, prototypes, and agile teams. Regarding traceability, the major drawback of the first version has been largely addressed: on Enterprise, sessions running in the cloud (web, desktop, mobile) are captured by the compliance API, and events can be exported via OpenTelemetry; only the history of strictly local sessions remains stored on the workstation. Role-based access controls, introduced in the spring, complete the system.
Copilot Cowork is "native of the tenant". It wasn't secured after the fact; it was built from the ground up within the Microsoft 365 infrastructure. Inherited identity from Entra ID, conditional access policies, audit logs, DLP, sensitivity labels, internal risk management: everything the IT department already operates applies to the agent. Its distinctive capability, Work IQ, allows it to reason across the entire organizational context (emails, Teams conversations, calendars, SharePoint documents) in a single operation. It's disabled by default, but can be enabled per tenant, group, or user, with spending limits. And here's the other key feature: beyond the Microsoft 365 Copilot license, usage is billed on a pay-as-you-go basis using "Copilot Credits," depending on the models used, context retrieval, and execution time.
ChatGPT Work acts as a cross-functional platform. Neither tied to an office suite nor confined to the workstation, it connects via plugins to enterprise tools, whether Microsoft, Google, or SaaS, and is invoked with a simple "@" symbol in the conversation. It's included in existing subscriptions, from Plus to Enterprise, with a credit system for extended sessions. On the governance side, OpenAI has clearly learned from past mistakes: administrator control of plugins and browser access, role-based access and SCIM on the Enterprise offering, an "Auto-review" mechanism for risky actions, and a compliance API that covers ChatGPT Work conversations and actions. Managed workspaces have, in fact, received it disabled by default, with an evaluation period for administrators.

How much does it cost
The three offerings are not priced the same way, making comparisons misleading if one only considers the price per seat. Prices were taken on October 10, 2026, from the publishers' official websites; in dollars for Anthropic and OpenAI, and in euros excluding taxes for Microsoft.

For an organization already equipped with Microsoft 365 Copilot, Copilot Cowork It doesn't require a new license but rather a budget of funds to manage. At Anthropic and OpenAI, Cowork Microsoft Office and Microsoft Work are included in the subscription, within the limits of each plan's usage quotas. Details of Microsoft licenses are available in our comparison. Copilot Chat or Microsoft 365 CopilotThe heaviest cost remains, that of getting started: this is what the... Governance, the arbiter of peace
Feldman's formula sums up the issue: "the model is never the product." Proof by contradiction is provided by Microsoft itself: for the most ambitious execution capability in Copilot's history, the company that has invested billions in OpenAI turned to Anthropic's agentic harness. The same Claude model, called in a simple question-and-answer loop, produces a paragraph; inserted into an agentic harness, it produces a finished deliverable by traversing five applications. Same model, radically different value.
Therefore, compare the three Cowork Focusing on the quality of their responses misses the point. The crucial questions lie elsewhere. Who can activate the agent, and for whom? What can it read, write, and send? Can a connector be restricted to read-only? What happens to scheduled tasks that run unsupervised? And most importantly: if a regulator asks what the agent did, when, and based on what data, can we answer?
Based on these criteria, the three products are not at the same stage. Copilot Cowork inherits a complete compliance infrastructure because it was built into it. ChatGPT Work integrated audit and administrator controls into its Enterprise offering very early on. Claude CoworkThe most powerful in terms of individual autonomy, has largely closed the gap: since its move to the cloud, its sessions are captured by the Enterprise Compliance API, and only strictly local sessions remain outside this centralized traceability. Today's snapshot is not tomorrow's: it's the trajectory that needs to be evaluated, not just the current situation.
Which one to choose? Three profiles, three answers
Does your organization live in Microsoft 365 and operate in a regulated environment? Copilot Cowork This is the shortest path to a governed deployment: identity, audit, and DLP are already in place, and the agent reasons across the entire enterprise context. However, it will be necessary to manage usage-based billing and control credit limits.
Are your teams already using ChatGPT and is your IT system heterogeneous? ChatGPT Work offers the best simplicity-to-coverage ratio: included in subscriptions, cross-platform across Google, Microsoft, and SaaS ecosystems, with credible enterprise governance. It's also the newest of the three: operational experience remains limited.
Do you have advanced users, well-classified data, and a desire to move quickly? Claude Cowork It remains the most comprehensive tool for individual productivity and workflow prototyping, the one that defined the category. We use it daily, including for producing our training deliverables. The golden rule: prioritize cloud sessions, covered by the Enterprise compliance API, and reserve local sessions for the data scopes you have assumed.
Many organizations will eventually combine two: one Cowork backed by the tenant for business processes, a Cowork more flexible for explorers and builders, with explicit data boundaries between the two. This is already the approach we recommended in our Claude's comparison Cowork and Copilot Coworkand the arrival of ChatGPT Work reinforces it: the real challenge is not to designate a winner, but to define who has the right to delegate what, to which agent, under what supervision.
What this changes for your teams
Regardless of the tool chosen by your IT department, the skill to be built is the same: knowing how to break down a process, choosing what to delegate, setting up human control points and verifying deliverables.
