Copilot Chat is included at no extra cost for all business accounts with an eligible Microsoft 365 subscription, and it's pinned to applications by default. In a large organization, therefore, almost all employees already have access to professional generative AI, protected by Microsoft's contractual commitments.
Yet, many organizations have never introduced it. Employees discover it by chance, mistake it for the consumer version, or continue using their own tools. Promoting Copilot Chat is often the most cost-effective adoption strategy: the tool is paid for, protected, and readily available.
1. What Copilot Chat does, and what it doesn't do
Copilot Chat opens on copilot.cloud.microsoft, in the Microsoft Copilot app (Windows, macOS, iOS, Android), in Outlook, in Teams depending on the subscription, and in the Edge sidebar. It writes, rewrites, summarizes, and translates, analyzes uploaded files (with Python code execution for Excel spreadsheets), searches the web using source code, and generates images.

The key phrase for users to remember: Copilot Chat works on what you give it, Copilot Premium also works on what you already have. The only exception: in Outlook, Copilot Chat reads the inbox and calendar.
2. Data protection in three points
- The green shield This highlights the protection of corporate data: with a business account, prompts and replies are covered by Microsoft's data processing agreement, are not used to train templates, and remain within the EU Data Boundary for users in the European Union. Without a shield, the user is on the consumer version.
- Web search is moving outside the protected area The queries sent to Bing are not covered by the data processing agreement or the EU Data Boundary. No client names or confidential projects are included in a query that accesses the web.
- The data matrix remains the rule : public and internal allowed, confidential under certain conditions and without web search, secret or regulated prohibited.
A point of concern for the DPO: the memory, in preview and open to users without a license, retains elements in the Exchange mailbox without being covered by Purview retention policies or by the audit log.

4. Agents: free or charged per use
For an unlicensed user, everything hinges on one question: does the agent access company data? Agents based on instructions or public websites are free and enabled by default. Agents that query SharePoint or a connector are billed on a pay-per-use basis using Copilot credits ($0.01 per credit) and disabled by default. A heavily used HR agent serving thousands of unlicensed employees can represent a significant expense: the agent registry in the binder estimates this cost before publication.
5. Administrator settings
- Pinning : Admin center, Copilot, Settings, "Microsoft Copilot Chat PIN"; for Teams, an application configuration policy. Takes effect for up to 48 hours.
- Web search, image generation, memory : three decisions to be documented with the DPO.
- Agents : who can create, who can share with the whole organization, which agents pay and with what credit limit.
- Usage report : over 7, 30, 90 or 180 days, names anonymized by default.
- Restrict access Microsoft documents a four-step approach, to be reserved for temporary situations, because an employee deprived of professional tools turns to consumer services.

Is Copilot Chat free?
